Vision

Farmington will be recognized as a historic and progressive town with an engaged citizenry committed to the betterment of the entire community. To that end, high quality services will be provided to a diverse population living and working in a balanced blend of open space, residential housing and commercial properties supported by stable and equitable revenues.

 

Mission Statement for the Town Council


The Town Council shall develop policies designed to maintain and improve the quality of life for the residents of the Town of Farmington in a fiscally responsible manner, and shall identify guidelines for implementation of these policies by the Town Manager and appropriate Boards and Commissions.

2010-2012 Town Council

Jeffrey J. Hogan, Chair, Republican (At Large)

Jeff Hogan has lived in town for 18 years. His wife Jennifer was born and raised in Unionville and both of their kids, Conor and Brigit, are graduates of Farmington High School. Jeff previously served on the Town Council for two terms as Vice Chairman. He has recently served as the Assistant Chief of the Farmington Volunteer Fire Department and previously served on the board of the Farmington Land Trust, and as President of Winding Trails. Jeff is the New England Regional manager for Rogers Benefit Group, a national healthcare marketing and consulting firm.

 


 

Michael V. Demicco, Democrat-First District

Mike Demicco has been a member of the Town Council since January 2006, serving on both the Elderly Tax Relief Subcommittee and the Ethics Ordinance Subcommittee. He is the Council's liaison to the Water Pollution Control Authority, and its representative to the Connecticut Conference of Municipalities. In addition, he is a member of the UCONN Health Center Committee and the Stephen Flis Scholarship Committee.Mr. Demicco is a former high school and middle school history teacher. As a stay-at-home father during his children's formative years, he has been a very active member of the East Farms P.T.O. Executive Board. In addition, he has served as a tutor in the Kindergarten Acceleration Program, and as a library volunteer. Demicco is a graduate of Wesleyan University, where he received his degree from the inter-departmental College of Social Studies (History, Economics, Government). Most recently, he worked for the Connecticut General Assembly as an assistant clerk for the Legislature's Joint Committee on Commerce. Demicco, a life-long Connecticut resident, has lived in Farmington since 1991. He and his wife Brenda have two school-age daughters.  

 


   

Charles F. Keniston, Republican-Second District

Charlie Keniston, a Financial Advisor, has managed the Edward Jones investment office in Unionville since 1994. He earned a BS degree in Business Administration from the University of Maine. Charlie has been married since 1967 to his wife, Eileen, who is a tutor at West District School. They have two daughters, Debbie and Kristine, and six grandchildren.Initially elected in 2005, Charlie initiated the Elderly Tax Relief Program, is Chairman of the Retirement Board Committee, liaison to the Veteran's Memorial Committee and the Unionville Village Improvement Association, and serves on the Flis Scholarship Committee.Charlie is a 37-year member of the Farmington Republican Town Committee, Past-President of Northern Connecticut Toastmasters, and chaired the first Farmington Festival celebrating the Town's 350th Anniversary in 1990.

 


 

Nancy Nickerson, Republican-First District

Nancy Nickerson is a life long resident of Farmington and a graduate of Farmington High School class of 1972 and Hartwick College in 1976. Nancy is married to Alan Nickerson and they have 3 children - Andrew, Liz and Becca. Nancy worked for the Supreme Court of the State of Connecticut in the office of the Reporter of Judicial Decisions. As a member of the Farmington Board of Education for 16 years, she was Chairman for 10 years and served on many committees and building projects in the schools. Nancy was appointed by Governor Jodi Rell to the Advisory Committee on Intergovernmental Relations and served on the Board of the Connecticut Association of Boards of Education. Nancy is a Corporator of the Farmington Bank and serves on the Renovations Committee for the Barney Library. She volunteers and holds offices on many community boards and organizations such as Services for the Elderly, a driver for Meals on Wheels, the Farmington Food Pantry, Friends of the Farmington Library, the Farmington Historical Society, the Farmington Land Trust, and the Farmington Village Green and Library Association.

 


 

Patty Stoddard, Republican-Second District

Patty Stoddard has lived in Farmington for 20 years with her husband Jack, son Christopher, and daughter Megan. She is a real estate agent with Prudential Connecticut Realty in the Farmington Valley. Patty was elected to the Town Council in 2010 after serving 8 years on the Board of Education. There she served on various committees and liaison positions including Policy, Curriculum, Town Library Committee and Chamber of Commerce. She recently co-chaired Project Graduation for the Farmington High School. 

 


 

John W. Vibert, Democrat-Second District

John Vibert is a fourth generation native of Unionville. He attended Farmington Public Schools graduating from Farmington High School in 1968. Following his graduation from UCONN in 1972, John began a long career in the insurance industry. He recently retired from The Hartford. John lives in Unionville with his wife Dana and their children Jack, Bob, Juliet and Olivia.  

 



CJ Thomas, Republican-First District

C.J. Thomas has a background that includes twenty-five plus years of experience in business, finance, and government.  His company, Ray H. Morris, is in the distribution business and has serviced the steel turning industry for almost seventy-five years.  The company has “gone green” with a recent expansion into the ground source heat pump (geothermal) industry. C.J. has been actively involved in Farmington; he is currently the Town Council liaison to The Town Plan & Zoning Commission, having previously served on that commission as an alternate member.  In addition he is a member of the Green Efforts Committee and The CGCOG Legislative Board.  In addition to serving on numerous boards and committees, he coached soccer in Farmington’s recreation league for 14 seasons.  C.J. has a strong belief in giving back to the community.  He shares this belief with his wife, Alex, and two boys, Charlie and Chris.  

 


 

Members of the Town Council are elected at the biennial Town election in the odd-numbered years.
