FY 2020-2021 Budget Updates

It is anticipated that the Town Council will adopt the FY 2020/2021 Budget and set the tax rate at the May 12, 2020 Town Council Meeting.

Governor Lamont has issued several Executive Orders that affect the Town of Farmington budget process. The most significant change is that the Governor has declared that municipalities shall not hold an annual town meeting or budget referendum. By Executive Order, the Town Council must adopt the budget for FY 2020/2021.
The Public Hearing on the budget was held on April 7, 2020. This meeting was conducted via an online meeting to mitigate the spread of COVID-19. At the April 7, 2020 meeting, the Town Council approved a resolution which set a new budget schedule per the Governor's Executive Order. Based on that schedule, it is projected that the Town Council will adopt the FY 2020/2021 budget at the May 12, 2020 regular Town Council meeting and set the mill rate at that time.
The coming weeks will offer more data and information regarding the impact of the COVID-19 public health crisis, which will enable the Town Council to make better decisions regarding the budget on May 12, 2020. The April 28, 2020 Town Council meeting remains on the calendar, which will give the Town Council an opportunity to revisit the budget before the May 12, 2020 meeting, if necessary.
Update - April 29, 2020:
At the April 28, 2020 Town Council Meeting, the Town Council Chair made a statement regarding the budget and asked for consensus from the Town Council on that statement. Unanimous consensus was reached. Statement attached: April 28, 2020 Statement by C.J. Thomas.

All upcoming Town Council meetings will be conducted online via zoom webinar. Access information for each meeting will be posted on the Town Council meeting agenda. To participate, clink the hyperlink on the agenda and connect to audio using either your computer speakers or dialing into the number provided on the agenda. If you have already downloaded zoom on your computer, you can also connect to the meeting by entering the meeting ID. Zoom is also available to download on your smart phone in the app store.
The upcoming meeting schedule is as follows:
April 21, 2020 at 7:00 PM- Special Town Council Meeting
April 28, 2020 at 7:00 PM- Regular Town Council Meeting
May 12, 2020 at 7:00 PM- Regular Town Council Meeting
Participants on the zoom meeting are able to give public comment during the public comment portion of the meeting. Residents can also submit public comment to the Town Council until 12:00 noon on the day of the meeting via email at firstname.lastname@example.org or by calling 860-673-8282 and leaving a voicemail. Please provide your name and address when emailing or calling in for public comment. Call-in comments are limited to 5 minutes.
