Parenting Resources
Farmington Community Services (FCS) has social workers on staff that are skilled in helping parents dealing with a variety of concerns relating to parenting. Professional youth and family counselors are available by appointment to provide counseling and referrals for youth and families.

Connecticut Parenting Education Network
Connecticut Parenting Education Network or CT-PEN is a group of professionals dedicated to helping Connecticut's children and families by promoting excellence in parenting education.
CT-PEN brings together and supports parenting educators of diverse backgrounds, educations, and affiliations. It is working to promote a coordinated system of parenting education that recognizes the central role of parents in child development and school readiness. This system will be results-based, accountable, and accessible to all caregivers. It has two essential purposes: (1) to strengthen and educate parents (or other caregivers) so that they can rear caring, competent, and healthy children and (2) to prevent the neglect and maltreatment of children.

Infant and Toddler
The Birth to Three system is created by federal legislation known as the Individuals With Disabilities Education Act (IDEA). Part C of IDEA is the Program for Infants and Toddlers with Disabilities. This is a federal program that assists states in operating a comprehensive statewide program of early intervention services for infants and toddlers with disabilities, ages birth up to age 3, and their families.
The mission of the Connecticut Birth to Three system is to strengthen the capacity of Connecticut’s families to meet the developmental and health-related needs of their infants and toddlers who have delays or disabilities.

Connecticut Office of Early Childhood
The Connecticut Office of Early Childhood (OEC) was established in 2013 to coordinate and improve the various early childhood programs and components in the state to create a cohesive high-quality early childhood system.
The OEC oversees a coordinated system of early childhood care, education and support.

Connecticut Parent Advocacy Center
Connecticut Parent Advocacy Center, Inc. (CPAC) is a statewide nonprofit organization that offers information and support to families of children with any disability or chronic illness, age birth through 26. The Center is committed to the idea that parents can be the most effective advocates for their children, given the confidence that knowledge and understanding of special education law and its procedures can bring.

The Connecticut State Department of Education is the administrative arm of the Connecticut State Board of Education. Through leadership, curriculum, research, planning, evaluation, assessment, data analyses and other assistance, the Department helps to ensure equal opportunity and excellence in education for all Connecticut students. The Department is responsible for distributing funds to all Connecticut public school districts.
